Beijing, November 28 (Xinhua) -- The Political Bureau of the Central Committee of the Communist Party of China held its tenth collective study on strengthening the construction of foreign-related legal system on the afternoon of November 27. Xi Jinping, General Secretary of the Communist Party of China, emphasized during the study session that strengthening the construction of foreign-related rule of law is not only a long-term need to comprehensively promote the construction of a strong country and the great cause of national rejuvenation through Chinese style modernization, but also an urgent task to promote high-level opening up to the outside world and respond to external risks and challenges. From the perspective of better balancing the domestic and international overall situation, better balancing development and security, we should deeply understand the importance and urgency of doing a good job in foreign-related rule of law, build a foreign-related rule of law system and capacity that meet the requirements of high-quality development and high-level opening up, and create favorable conditions and external environment for the stability of Chinese path to modernization.

Comrade Huang Huikang, a specially appointed professor at Wuhan University, gave a lecture on this issue and put forward work suggestions. Comrades from the Central Political Bureau listened carefully to the explanation and had discussions.

He pointed out that the law is the criterion for social life and national governance. The foreign-related legal system is an important component of the national legal system and the foundation of foreign-related rule of law. It plays an important role in consolidating the foundation, stabilizing expectations, and benefiting the long-term. On the new journey of building a strong country and national rejuvenation, we must adhere to the correct political direction, accelerate the construction of China's foreign-related legal system and capacity with a more active historical responsibility and creative spirit.

The fundamental purpose of promoting foreign-related rule of law work is to better safeguard the interests of the country and the people through the rule of law, promote the progress of international rule of law, and promote the construction of a community with a shared future for mankind. We must steadfastly follow the path of socialist rule of law with Chinese characteristics.

We must adhere to the principle of prioritizing legislation, implementing reforms, abolishing interpretations, and forming a comprehensive system of foreign-related laws and regulations. To build a collaborative and efficient system for the implementation of foreign-related rule of law, enhance the efficiency of foreign-related law enforcement and judiciary, promote the reform of foreign-related judicial trial system and mechanism, and improve the credibility of foreign-related judiciary. We should actively develop foreign-related legal services and cultivate a group of world-class arbitration institutions and law firms. We need to deepen international cooperation in law enforcement and judiciary, strengthen consular protection and assistance, and establish a strong legal security chain to protect China's overseas interests. We need to strengthen compliance awareness, guide Chinese citizens and enterprises to consciously abide by local laws, regulations, and customs in the process of "going global", and use the rule of law and rules to safeguard their legitimate rights and interests.

Actively participate in the reform and construction of the global governance system, promote the development of global governance towards a more just and reasonable direction, use international good laws to promote global good governance, and help build a community with a shared future for mankind.

We must adhere to promoting high-level opening-up on the basis of the rule of law, advance the construction of foreign-related rule of law in expanding opening-up, and continuously consolidate the legal foundation of high-level opening-up. The rule of law is the best business environment. We need to improve an open and transparent foreign-related legal system, strengthen intellectual property protection, safeguard the legitimate rights and interests of foreign-funded enterprises, make good use of domestic and international rules, and create a market-oriented, rule of law, and international first-class business environment. We should actively connect with and absorb high standard international economic and trade rules, steadily expand institutional openness, improve the level of trade and investment liberalization and facilitation, and build a new system of higher-level open economy. We need to benchmark against the international advanced level, timely elevate effective measures and mature experiences of high-level opening-up such as free trade pilot zones into laws, and create a new highland of opening-up with higher levels of openness, better business environment, and stronger radiation effect. We need to comprehensively enhance our ability to maintain openness and security in accordance with the law. Improve measures and relevant laws and regulations for convenient services for foreigners living in China.

Adhere to the cultivation of moral character and the integration of morality and law, strengthen discipline construction, provide good legal education, improve the practice oriented training mechanism, and cultivate a group of foreign-related legal talents with firm political stance, excellent professional quality, understanding of international rules, and proficiency in foreign-related legal practice as soon as possible. Establish a sound mechanism for talent introduction, selection, utilization, and management, and cultivate and reserve high-end foreign-related legal talents. Strengthen the construction of the legal capacity of foreign-related cadres and create a high-quality and specialized foreign-related legal work team. Leaders at all levels should take the lead in respecting, learning, abiding by, and using the law, and effectively enhance their thinking on foreign-related rule of law and their ability to handle affairs in accordance with the law.

Strengthen the research on cutting-edge topics in the theory and practice of foreign-related rule of law, construct a theoretical and discourse system of foreign-related rule of law with Chinese characteristics that integrates China and foreign countries, and showcase the image of China as a country with a strong rule of law and a civilized nation. The Chinese legal system has a long history, and the excellent traditional legal culture of China contains rich legal ideas and profound political wisdom, making it a treasure of Chinese culture. We should actively promote the creative transformation and innovative development of China's excellent traditional legal culture, endow the Chinese legal civilization with new era connotations, and stimulate vigorous vitality.
